Contributing a miniature livelihood island in the middle of Taipei, this project challenges the existing policy andprogram of public housing while seeking a better solution as an architect and urban designer. Facing a series ofproblems such as lack of public green/outdoor space in a larger scale in the central part of the city, not havingenough public amenities or not being placed evenly and high expenses on habitation and aging society crises,younger generations are forced to leave their dreamland and stay in suburban areas. I try to provide a differentthinking in a more systematic way while creating a new network.
Hypothesis(假設):
The hypothesis towards this thesis is corresponding to one of my initial phase ideas. Challenging the existing program of public housing in Taipei. I think young people should be given a chance to live in the urban area of a city in which most of the public resources are located in. However, I believe due to the high expenses and lack of social welfare policy, currently it is impossible for such to happen.
Story Background(設計背景):
Taipei is a metropolitan that can be dated back to the early 1800s in which former Qing dynasty decided to make it the political and economical central of Taiwan. Going through a long serious of construction work, the city is surly a convenient and multi-functional place to be comparing to other cities in Taiwan. However, there are also numerous problem in this city. Due to statistic, the population had yet grown since 1990 whereas the percentage of senior citizens boosted, forming an aged society. Unevenly developed sectors and lack of public facilities in high
density area along with habitation issues surly reduced the quality of life. What are the priorities? How can these problems be solved in a systematic way by architecture and urban design?
Problem Definition(問題討論):
Major issue displayed as following (from most to least important):
-Lack of public green/outdoor space in a larger scale in the central part of the city.

Facing these issues, the project tried to interact by doing research on existing criteria and infrastructure being placed, inducting possible acts from the point of view of an architect and urban designer while dealing with obstacles such as not being able to deconstruct existing building or not being able to create new public amenities at the right place in need. Based on previous research and analysis, this project tried to be more innovative on the selection of site to create new possibilities for this city. “Roads and streets” may be regard as the place with the
highest publicity, to me, a linear floatation above Taipei can be the best solution for the problems above.
Design Strategy(設計策略):
Base on references from the work of O.M. Unger’s – The City in the City, I try to promote the idea of a “Green Archipelago”, in which includes basic infrastructure while filling up the public needs of extensional amenities. Setting up specified regulations for the unique site, the future vision of such project is to conquer the ruler of this highly developed city with the help of this linear living archipelago floating above the city while creating a new network in a systematic way.
